Is a 24x48 tile actually 24 by 48?

Nominal tile sizes assume a grout joint, so a 24 by 48 that measures 47 and 1/8 by 23 and 1/2 is normal and still ruins a layout set out from the carton. Checking the actual face with the T1M Utility before the first course means the grid is built on the tile in the room. The error would otherwise be visible by the second row.
